State and Local governments continue to experience challenges associated with shrinking budgets while experiencing greater demands for more flexible and interactive systems of engagement. This has been especially true at the State of Utah and complicating the situation further are new challenges, many unrelated directly to IT emerge continually to complicate the task of delivering services to other agencies and citizens.

In order to address the challenges facing them, the State of Utah needed to adopt flexible methods, technologies, and tools in some of their most basic workflows for provisioning underlying infrastructure.
